He just wanted to be a great figure for an underdeveloped country. The Countryhuman representative of USA— America, had been nothing but guilty to the people he'd done wrong in the past, especially to his colonies. He has a big ego and no shame at all but still feels bad for what he has done. So to make himself feel better, he thought if he took another colony and treated them better the guilt will go away..
But he didn't treat them any better, he treated them worse without even knowing it.
