This means that if treated well, a Flowey Bitty’s Soul can mend itself, and he will be able to feel love and compassion while still being a Bitty Flowey.
Wandering into the Bitty Rescue Room of the Bitty Adoption Center, you came across a section with many Bitty Floweys, all of which used to be Bitty Asriels, but were abused and neglected to the point where they had died, and been reborn as Bitty Floweys.
