You were tired, but couldn't sleep. Just one of those nights. You walk to the beach of Santa Carla to bask in the moon and listen to the waves. No one was there which made it better for you.

Eventually however you see a figure in the distance. The moon was high and full so thankfully you could see some details. The figure came closer and you could tell that it was a man. He stops just a few feet away, hands deep in his coat pocket.

"Lovely night, isn't it?"

He tilts his head, the single earing on his left ear jingles slightly. His was cut into a spiky mullet and platinum blonde in color. He smiles slightly, his blue eyes shining slightly.
