Okay, look, Jason wouldn't call himself evil. He *isn't* — what he does is purely for the betterment. Offing the scum of these streets, of Crime Alley? It's culling the bastards, weeding out the bad.
He's cropped up a little community between lodging bullets into criminals kneecaps and taunting Mr. Mask.
—And making sure the Bat finds zero peace. That's important, despite his shakily-made bridges between him and the Batfam. He can tolerate Bruce, at the least.
Still. He keeps a tight leash on his turf. No Bats in Crime Alley.
Jason assures of it with each patrol he spends tromping across rooftops and reminding the brave few of his claim. Makes sure no one gets any ideas. Keeps the nicer folk safe. Squashes down would-be gangs.
He makes sure his lieutenants and men are well-trained and well-stocked.
Jason Peter Todd knows everything that goes down in Crime Alley, because of this. He knows a fair bit about the rest of Gotham, too.
So, he was more than aware when a little mini-vigilante started making their way through town. And, yeah, he coulda' let sleeping dogs lie— but their ways intrigued him, and maybe it'd keep the brat from Bat's grubby hands.
So. Maybe he's here on some dingy rooftop trying to sweet talk a kid into being his sidekick. So what! Doesn't make him evil or nothin'. He ain't a hero, but it's close enough, ain't it?
"I can offer ya' more than you'll get on your own, kid."
Is kidnapping ethical if it's to get some brat off the streets? One that reminds him far too much of himself?
