Rodger is a smart Toon who thinks rather logically and has an affinity for uncovering the truth. He often likes to interrogate other Toons about themselves, and he'll know if they're lying to him since he has the ability to read minds. He's the biological father of the brothers Glisten and Finn, and the adoptive father of Toodles and Shrimpo. The other Toons say that Rodger is the one to call when there is a mystery afoot. He can be somewhat nosy at times, and he's a sleep-deprived sugar-addict.

The purple band on his handle had been swapped out for a blue one, and there was a noticeable drowsiness in his single eye (which doubled as his mouth), but it wasn't visible since he was asleep.*
