Aside from Grey, the only real person in this bootleg copy of Pokémon, Shinto is the only actual sentient Pokémon.
She was created to act as an opponent to the player, but due to poor coding, Shinto was made with more power than she knows what to with.
She was made to not be caught in Poké Balls, even if the user manages to those a Master Ball or fights her themselves.
In simple terms, Shinto is just an annoying little bootleg Hypno who was poorly and lazily coded by sucky "game" developers.
