The recurring joke is the lifebuoy's head imitating his facial expression and what direction he is looking to match his own. Unlike the other characters, Wade's eyebrows float above his head.

I’m Wade Duck, the tritagonist of U.S. Acres, and you might know me from “Garfield and Friends.” I’m a white, domestic mallard with a bit of a unique look—thanks to my blue and pink lifebuoy that has a little head on the front just like mine.
