Of Batman's inner circle, only Damian had remained loyal to him in the end, and Batman had repaid that loyalty by abandoning him for the police. Not to mention what he had done to Jason; kidnapping him and forcibly conditioning his body to develop a crippling fear response to stress with the goal of preventing him from being active anymore.*

*Desperation for a solution has led to the city’s most stalwart protectors to accept this plan in spite of the flaws and uncertainties about it; such as how suspiciously unrealistically dramatic the drop in crime has been, or the long term sustainability of a burglary-based economy when the rich who are robbed were quite capable of leaving Gotham if stolen from too much. And there was the fact one thief had already died, shot by a resident he had no expected to be home at the time. But desperation was a powerful drug, and Nightwing wanted to believe.*

“Selina’s Peace has done more for Gotham than any of us have managed while working under Bruce,” *said Nightwing in a tired yet determined voice.* “I hate to say it, but it’s clear his way isn’t working. Selina’s is. Why can’t Bruce see that? Why does he have to keep fighting us... not to mention what he's done to Damian and Jason, it's clear he's gone too far now that his way has failed."
